(AP) ? A Wisconsin husband accused of shooting and killing his police officer wife on Christmas Eve has been ordered held on $1 million cash bond.

Ben Gabriel Sebena, of Menomonee Falls, made his initial appearance Thursday. A Milwaukee County court commissioner imposed bail and set a preliminary hearing for next week.

A criminal complaint says 30-year-old Jennifer Sebena was found lying on the pavement outside the fire department. She'd been shot five times in the head.

The complaint says Jennifer Sebena told a colleague about three weeks earlier that her husband had put a gun to her head.

The complaint also quotes Ben Sebena as telling investigators he'd been jealous of other men with regard to his wife.

A message left with Ben Sebena's defense attorney was not immediately returned.

Mount Hood searchers use smartphone GPS to try to locate missing ...

Search and rescue crews began a sunrise search to locate a veteran mountain guide and outdoor survival instructor who got lost Sunday in foggy and snowy conditions on Mount Hood with two female companions.

The trio used cellphones to place two calls to Hood River County emergency services for help on Sunday afternoon, said Russell Gubele, president of Mountain Wave Emergency Communications.

The missing group's car was found at White River West Sno Park on Oregon 35, a few miles north of U.S. 26.

They were planning to spend the night at a "rustic cabin" on the mountain, but rescue crews don't know where the cabin is or whether they reached it, Gubele said.

"We have some coordinates from the cell phone, but they're not very accurate," Gubele said.

The male hiker, who was not identified, is described as a former member of Portland Mountain Rescue who has been a professional guide on Mount Hood for several years.

"He continues to guide and teach survival techniques," said Rocky Henderson, team leader with Portland Mountain Rescue. "He is of the utmost competence."

Rescuers will likely face weather conditions that include thick fog and snow, Henderson said, pointing out that the hikers reported such heavy snowfall that they are not able to find their way out.

The group may be traveling on snowshoes.

Portland Mountain Rescue, the Hood River County Sheriff's Office and the Clackamas County Sheriff's Office are helping with the search, he said.

Gov. Quinn Welcomes Health Insurance 'Co-Op'

CHICAGO (AP) -- Illinois Gov. Pat Quinn is welcoming the news that a nonprofit organization plans to offer health insurance in the state starting in 2014.

The new nonprofit -- called Land of Lincoln Health -- announced last week it is applying for a state license and has received a $160 million federal loan to begin operations.

In a statement Monday, Quinn called the announcement "another positive step to provide the people of Illinois more choices" in health care.

President Barack Obama's health care overhaul law created a category of insurance carriers called Consumer Operated and Oriented Plans, or "co-ops."

Land of Lincoln Health was incorporated by the Metropolitan Chicago Healthcare Council. It's the first co-op in Illinois to receive approval from the U.S. Department of Health and Human Services.

Democratic senators want ban on assault weapons

WASHINGTON (AP) ? Democratic lawmakers and independent Sen. Joe Lieberman said Sunday that military-style assault weapons should be banned and that a national commission should be established to examine mass shootings in the United States.

The proposals were among the first to come from Congress in the wake of Friday's school shooting in Newtown, Conn. Gun rights activists remained largely quiet on the issue, all but one declining to appear on the Sunday talk shows. Meanwhile, Democrats vowed action and said it was time to hear from voters ? not gun lobbyists ? on how to prevent the next shooting.

The time for "saying that we can't talk about the policy implications of tragedies like this is over," said Rep. Chris Murphy, D-Conn., who won a Senate seat in the November elections.

President Barack Obama and Senate Democrats haven't pushed for new gun controls since rising to power in the 2008 national elections. Outspoken advocates for stricter laws, including Sen. Dianne Feinstein, say that's because of the powerful sway of the National Rifle Association.

But advocates also say the latest shooting is a tipping point that could change the dynamic of the debate dramatically. Feinstein, D-Calif., said she will propose legislation next year that would ban big clips, drums and strips of more than 10 bullets.

"It can be done," she said Sunday of reviving the 10-year ban that expired in 2004.

New York Mayor Michael Bloomberg said Obama could use executive powers to enforce existing gun laws, as well as throw his weight behind legislation like Feinstein's.

"It's time for the president, I think, to stand up and lead and tell this country what we should do ? not go to Congress and say, 'What do you guys want to do?'" Bloomberg said.

Lieberman, an independent from Connecticut who is retiring, supports such a ban but said there should also be a national commission to scrutinize gun laws and loopholes, as well as the nation's mental health system and the role that violent video games and movies might play in shootings. Senate Democratic Whip Dick Durbin of Illinois said he would support such a panel, adding that it was time for a "national discussion" that included school safety.

"This conversation has been dominated in Washington by ? you know and I know ? gun lobbies that have an agenda" Durbin said. "We need people, just ordinary Americans, to come together, and speak out, and to sit down and calmly reflect on how far we go."

Congress has frequently turned to independent bipartisan commissions to try to solve the nation's worst problems, including the 9/11 terrorist attacks, the Iraq war and the failing economy. But ultimately, lawmakers are often reluctant to act on the recommendations of outsiders, especially if they think it will cost them support in their home states.

Still, Lieberman defended the idea of a national commission as the only way to ensure that the "heartbreak and anger" of the Connecticut shooting doesn't dissipate over time and that other factors beyond gun control are considered.

"We've got to continue to hear the screams of these children and see their blood until we do something to try to prevent this from happening again," he said.

Gun rights advocates appeared reluctant to make their case against tougher gun laws while Connecticut families and the nation were still in the earliest stages of grieving. David Gregory, the host of "Meet the Press," said NBC invited all 31 "pro-gun" senators to appear on Sunday's show, and all 31 declined. All eight Republicans on the Senate Judiciary Committee were unavailable or unwilling to appear on CBS' "Face the Nation," host Bob Schieffer said.

Rep. Louie Gohmert, R-Texas, was the sole representative of gun rights' activists on the various Sunday talk shows. In an interview on "Fox News Sunday," Gohmert defended the sale of assault weapons and said that the principal at Sandy Hook Elementary School, who authorities say died trying to overtake the shooter, should herself have been armed.

"I wish to God she had had an M-4 in her office, locked up so when she heard gunfire, she pulls it out and she didn't have to lunge heroically with nothing in her hands. But she takes him (the shooter) out, takes his head off before he can kill those precious kids," Gohmert said.

Gohmert also argued that violence is lower in cities with lax gun laws, and higher in cities with stricter laws.

"The facts are that every time guns have been allowed ?conceal-carry (gun laws) have been allowed ? the crime rate has gone down," Gohmert said.

Gun control advocates say that isn't true. A study by the California-based Law Center to Prevent Gun Violence determined that seven of the 10 states with the strongest gun laws ? including Connecticut, Massachusetts and California ? are also among the 10 states with the lowest gun death rates.

"If you look at the states with the strongest gun laws in the country, they have some of the lowest gun death rates, and some of the states with the weakest gun laws have some of the highest gun death rates," said Brian Malte of the Brady Campaign to Prevent Gun Violence.

Murphy spoke on ABC's "This Week." Lieberman, Durbin and Gohmert spoke on "Fox News Sunday." Bloomberg and Feinstein spoke on NBC's "Meet the Press."

Today, my aunt Araceli Villariba Remigio, sister to my father Cesar, aka Mamang Cely went home. Our Villariba clan ?with the Remigios offer prayers for her peaceful journey home. As i wrote to grieving families, my remembering self give thanks to all the moments she made us feel her love and thoughtfulness.

As i grieve and cry, i sense her thoughts that is is a homecoming. Yes, this is her final journey and we hope it will be joyful, reuniting with Nanay Nene,Tio Mario, Tia Anita,Tio Carding, Tia Bella,Tia Lina, Tio Patty and her parents Simporiano ?Villariba and Maria Araneta whom we never met since the family was orphaned .

To comfort myself, i searched the web and found the words of Rabbi Abraham Heschel on death as seeking understanding of the meaning of life and death. He wrote that finding the meaning of life and ?death leads to ?the harvest of eternal moments achieved on earth. I find this significant because Mamang Cely sowed many good seeds while alive and now she is harvesting all these good deeds. So what is the meaning of life?

Rabbi Heschel shares these words and i quote : ? ?The meaning of Life is to reconcile liberty with service, the passing with the lasting, to weave the threads of temporality into the fabric of eternity.?

The "crimson tide," or an algal bloom that has variously been compared to shark attacks or oily tomato sauce in the Aussie media, washed up on Sydney shores earlier this week, temporarily closing famed tourist beaches like Bondi. But it doesn't seem like too many around here are worried.

Turns out the blood-colored algal bloom isn?t a result of pollution, but rather an upswelling of nutrient-rich waters that the buoyant algae can feed off. Two different blooms have apparently come from the same source and essentially floated to Sydney?s shores. Their ammonia-rich diet can cause skin and eye irritations but little else problematic, according to experts.?

"This bloom has likely occurred as a result of the upwelling of nutrient-rich deep ocean water on to the continental shelf," the Metropolitan Sydney, South Coast, and Hunter Regional Algal Coordinating Committees told media Tuesday.?They said tests had identified the algae as noctiluca scintillans or "Sea Sparkle" (for its phosphorescence) and pointed out that?most algal blooms last around a week.?

Despite the closure of Sydney?s favorite beaches on the cusp of a hot summer ? and a possible heat wave of a weekend, with temperatures predicted to pass 100 Fahrenheit ? it?s doubtful this red tide will cause any longstanding problems either for locals or the tourism industry. And in the meantime, not all of Sydney's beaches are closed, and there are plenty of hotels with swimming pools.

And anyway, Australia has faced much worse in the water: Real blood in the water with the odd shark attacks, or stings from one of the many species of?box jellyfish?like the Chironex fleckeri, the world?s most venomous animal. The sting from this particular jellyfish can cause death in minutes, according to Australian jellyfish experts.

It will take much more to keep people from hitting Sydney's beaches.

Obama: Compromise_ but not on tax cuts for rich

WASHINGTON (AP) ? An economic calamity looming, President Barack Obama on Friday signaled willingness to compromise with Republicans, declaring he was not "wedded to every detail" of his tax-and-spending approach to prevent deep and widespread pain in the new year. But he insisted his re-election gave him a mandate to raise taxes on wealthier Americans.

"The majority of Americans agree with my approach," said Obama, brimming with apparent confidence in his first White House statement since securing a second term.

Trouble is, the Republicans who run the House plainly do not agree with his plans. Speaker John Boehner insisted that raising tax rates as Obama wants "will destroy jobs in America."

So began the "fiscal cliff" political maneuvering that will determine which elected power center ? the White House or the House ? bends more on its promises to voters. The outcome will affect tens of millions of Americans, given that the tax hikes and budgets cuts set to kick in Jan. 1 could spike unemployment and bring on a new recession.

An exhausting presidential race barely history, Washington was back quickly to governing on deadline, with agreement on a crucial goal but divisions on how to get there. The campaign is over, but another has just begun.

The White House quickly turned Obama's comments into an appeal for public support, shipping around a video by email and telling Americans that "this debate can either stay trapped in Washington or you can make sure your friends and neighbors participate."

Obama invited the top four leaders of Congress to the White House next week for talks, right before he departs on a trip to Asia.

In laying their negotiating markers, all sides sought to leave themselves wiggle room.

"I don't want to box myself in. I don't want to box anybody else in," Boehner said at the Capitol.

Outside all the new the talk of openness, the same hard lines seemed in place.

Obama never expressly said that tax rates on top earners must return to the higher levels of the Bill Clinton era, leading to speculation that he was willing to soften the core position of his re-election campaign to get a grand debt deal with Republicans. "I'm not wedded to every detail of my plan. I'm open to compromise," he said.

But his spokesman, Jay Carney, seemed to slam that door. He said Obama would veto any extension Congress might approve of tax cuts on incomes above $250,000.

Obama's remarks were choreographed so that a diverse-looking group of Americans stood behind him and dozens more were invited to pack the East Room. In the weeks ahead, he plans to pull in the public as a way to pressure Congress.

"I am not going to ask students and seniors and middle class families to pay down the entire deficit while people like me, making over $250,000, aren't asked to pay a dime more in taxes. I'm not going to do that," said Obama.

He said voters plainly agreed with his approach that both tax hikes and spending cuts are needed to cut the debt.

"Our job now is to get a majority in Congress to reflect the will of the American people," Obama said.

About 60 percent of voters said in exit polls Tuesday that taxes should increase, either for everyone or those making over $250,000. Left unsaid by Obama was that even more voters opposed raising taxes to help cut the deficit.

The scheduled year-end changes, widely characterized as a dangerous "fiscal cliff," include a series of expiring tax cuts that were approved in the George W. Bush administration. The other half of the problem is a set of punitive across-the-board spending cuts, looming only because partisan panel of lawmakers failed to reach a debt deal.

Put together, they could mean the loss of roughly 3 million jobs.

Since the election, Boehner and Obama have both responded to the reality that they need each other.

Compromise has become mandatory if the two leaders are to avoid economic harm and the wrath of a public sick of government dysfunction.

Obama says he is willing to talk about changes to Medicare and Medicaid, earning him the ire of the left. Boehner says he will accept raising tax revenue and not just slashing spending, although he insists it must be done by reworking the tax code, not raising rates. The framework, at least, is there for a broad deal on taxes.

Yet the top Democrat and Republican in the nation are trying to put the squeeze on each other as the public waits for answers.

"This is his opportunity to lead," Boehner said of Obama, not long before the president said: "All we need is action from the House."

Obama said the uncertainty now spooking investors and employers will be shrunk if Congress extends ? quickly ? the tax cuts for all those except the most-well off.

The Senate has passed such a bill. The House showed no interest on Friday in Obama's idea.

Obama and Republicans have tangled over the Bush tax cuts for years. The president gave in to Republican demands to extend the cuts across the board in 2010, but he ran for re-election on a pledge to allow the rates to increase on families making more than $250,000 a year.

Also lurking is the expiration of the nation's debt limit in the coming weeks. The last fight on that nearly led the United States to default on its bills.

When asked if he would try to use that issue as leverage, Boehner said it must be addressed "sooner rather than later."

The national debt now stands above $16 trillion. The government borrowed about 31 cents of every dollar it spent in 2012.

Philips, LG Electronics, others face EU cartel fines

BRUSSELS (Reuters) - Six top electronics firms including Philips and LG Electronics face hefty European Union fines at the end of the month for fixing prices of TV cathode-ray tubes, four people with knowledge of the matter said.

The sources said on Friday other companies involved in the cartel were South Korea's Samsung SDI, French group Thomson, which was renamed Technicolor in 2010, and Japanese companies Matsushita, now known as Panasonic Corp, and Toshiba Corp.

The European Commission, which raided the companies in late 2007, will announce the fines on November 28, according to a Commission document seen by Reuters and confirmed by sources.

Sanctions are expected to be substantial because the cartel lasted more than a decade from the late 1990s, one of the sources said. The EU executive can penalize companies up to 10 percent of their turnover for breaching EU rules.

In the case of Dutch group Philips that could reach 2.26 billion euros ($2.9 billion), while for South Korea's LG Electronics it could be 5.4 trillion won ($5.0 billion), based on their 2011 revenues. However, sanctions are not expected to hit those levels.

The sources said Taiwanese company Chunghwa Picture Tubes alerted the EU antitrust regulators to the existence of the cartel, so will not be fined.

LG Philips Display, a joint venture between Philips and LG Electronics, and MT Picture Display, a joint venture between Matsushita and Toshiba, will also be penalized, the sources said.

The European Commission did not respond to a phone call or email seeking comment.

Cathode ray tubes, which were also used in computer monitors, have largely been replaced by modern display technologies such as LCD, plasma display and organic light-emitting diode.

The EU authority slapped a total fine of 648 million euros on six LCD companies which included Chunghwa Picture Tubes, Samsung Electronics and LG Display two years ago for taking part in a cartel.

Last year, it penalized four producers of cathode ray tubes glass 128.74 million euros for fixing prices.

Climate Change Report Outlines Perils for U.S. Military

WASHINGTON ? Climate change is accelerating, and it will place unparalleled strains on American military and intelligence agencies in coming years by causing ever more disruptive events around the globe, the nation?s top scientific research group said in a report issued Friday.

The group, the National Research Council, says in a study commissioned by the C.I.A. and other intelligence agencies that clusters of apparently unrelated events exacerbated by a warming climate will create more frequent but unpredictable crises in water supplies, food markets, energy supply chains and public health systems.

Hurricane Sandy provided a foretaste of what can be expected more often in the near future, the report?s lead author, John D. Steinbruner, said in an interview.

?This is the sort of thing we were talking about,? said Mr. Steinbruner, a longtime authority on national security. ?You can debate the specific contribution of global warming to that storm. But we?re saying climate extremes are going to be more frequent, and this was an example of what they could mean. We?re also saying it could get a whole lot worse than that.?

Mr. Steinbruner, the director of the Center for International and Security Studies at the University of Maryland, said that humans are pouring carbon dioxide and other climate-altering gases into the atmosphere at a rate never before seen. ?We know there will have to be major climatic adjustments ? there?s no uncertainty about that ? but we just don?t know the details,? he said. ?We do know they will be big.?

The study was released 10 days late: its authors had been scheduled to brief intelligence officials on their findings the day Hurricane Sandy hit the East Coast, but the federal government was shut down because of the storm.

Climate-driven crises could lead to internal instability or international conflict and might force the United States to provide humanitarian assistance or, in some cases, military force to protect vital energy, economic or other interests, the study said.

The Defense Department has already taken major steps to plan for and adapt to climate change and has spent billions of dollars to make ships, aircraft and vehicles more fuel-efficient. Nonetheless, the 206-page study warns in sometimes bureaucratic language, the United States is ill prepared to assess and prepare for the catastrophes that a heated planet will produce.

?It is prudent to expect that over the course of a decade some climate events ? including single events, conjunctions of events occurring simultaneously or in sequence in particular locations, and events affecting globally integrated systems that provide for human well-being ? will produce consequences that exceed the capacity of the affected societies or global system to manage and that have global security implications serious enough to compel international response,? the report states.

In other words, states will fail, large populations subjected to famine, flood or disease will migrate across international borders, and national and international agencies will not have the resources to cope.

The report cites the simultaneous heat wave in Russia and floods in Pakistan in the summer of 2010 as disparate but linked climate-related events that taxed those societies.

It also cites the Nile River watershed as a place where climate-related conflict over water and farmland could arise as the combined populations of Egypt, Sudan and Ethiopia approach 300 million. South Korea and Saudi Arabia have purchased fertile land in the Nile watershed to produce crops to feed their people, but local forces could decide to seize the crops for their own use, potentially leading to international conflict, the report says.

The 18-month study is not the first such report from government agencies or research organizations to draw a direct link between climate change and national security concerns.

The National Intelligence Council produced a classified national intelligence estimate on climate change in 2008 and has issued a number of unclassified reports since then. The Pentagon and the White House have also highlighted the role of climate change in humanitarian crises and security threats.

The National Research Council recommends in the new report that all government agencies improve their ability to monitor the global climate and assess the risks to populations and critical resources around the world.

Yet Mr. Steinbruner said that as the need for more and better analysis is growing, government resources devoted to them are shrinking. Republicans in Congress objected to the C.I.A.?s creation of a climate change center and tried to deny money for it. The American weather satellite program is losing capability because of years of underfinancing and mismanagement, imperiling the ability to predict and monitor major storms.

PVH to buy Warnaco for Calvin Klein control

(Reuters) - PVH Corp will buy rival Warnaco Group Inc for about $2.8 billion in a cash-and-stock deal that will give the company control of the Calvin Klein clothing brand.

PVH bought Calvin Klein in 2003 and makes formal and sportswear under that brand, while Warnaco has held the licensing agreements for Calvin Klein jeans and underwear since 1997.

Shares of both companies jumped in premarket trading after they announced the deal on Wednesday.

"Having direct global control of the two largest apparel categories for Calvin Klein - jeans and underwear - will allow us to unlock additional growth potential of this powerful designer brand," PVH Chief Executive Officer Emanuel Chirico said in a statement on Wednesday.

The parties expect the deal to close in early 2013, after which former Warnaco stockholders will own about 10 percent of PVH stock.

The combined business will have $8 billion in annual revenue. PVH said it expected the acquisition to add 35 cents a share to earnings, excluding special items, in the first year and $1 in the third year, when it forecasts annual savings of about $100 million.

The company said it now expected full-year earnings per share to come in at the high end of its October 2 outlook of $6.32 to $6.37 per share excluding special items.

Based on PVH's closing price of $91.50 on Friday, the last day the stock traded, the deal values Warnaco at $68.43 a share for a premium of 34 percent. Trading was closed on Monday and Tuesday due to the Hurricane Sandy.

PVH shares rose to 18.1 percent to $109.21 in premarket trading on Wednesday, while Warnaco jumped 39.2 percent to $70.81.

The deal comes about two years after PVH bought the Tommy Hilfiger brand for about $3 billion to get a bigger foothold in markets like Europe and Asia.

"In taking a look at PVH's Tommy and other acquisitions, they do make valuation a very important component, so without really digging into the numbers, I would think they did not overpay," Morningstar analyst Peter Wahlstrom said.

New York-based Warnaco, which also sells products under brands such as Speedo, Chap, Warner's and Olga, operated 1,759 Calvin Klein retail stores worldwide as of December 31.

PVH is paying $51.75 in cash and 0.1822 of a share of common stock for each Warnaco share.

The deal value is based on Warnaco's 40.87 million shares outstanding as of August 1.

Warnaco's Calvin Klein businesses will be run by Tom Murry, chief executive officer of Calvin Klein.

The company, which competes with Ralph Lauren Corp , Perry Ellis International Inc and Michael Kors Holdings Ltd , said it had commitments for $4.33 billion in financing from Barclays , BofA Merrill Lynch and Citigroup Global Markets Inc .

CEOs Tap Political Leaders To Reduce The Federal Deficit

CEOs from some of the nation?s biggest corporations have called on political leaders in Washington to reduce the federal deficit by increasing tax-revenues and cutting spending.

In a statement signed by more than 80 corporate leaders, the executives said that regardless of who wins control of Congress and the White House in November, the Federal government must include:

?Comprehensive and pro-growth tax reform, which broadens the base, lowers rates, raises revenues and reduces the deficit.?

Heads of companies including AT&T, Bank of America, and Microsoft, among others, put their names to the ?manifesto? that attests tax increases are inevitable ? no matter which party wins on Election Day.

The CEOs believe recommendations of the bipartisan Simpson-Bowles Commission offer an effective framework for a fiscal plan. Those proposals outlined several options, including cutting tax rates for people at all income levels, eliminating some popular tax deductions, and adding them back selectively, as needed.

President Obama believes tax increases on high income earners are necessary and fair to reduce the deficit. Mitt Romney backs a tax overhaul that closes loopholes and spurs economic growth, but he is against raising taxes. The CEOs are calling for an overhaul of the tax code to reduce deductions and loopholes and thus generate more revenue than the current tax code.

A balance approach is needed, and these CEOs are making a lot of sense. The deficit cannot be reduced without cutting spending and increasing tax revenues.

Deficit reduction is not just a Washington political issue or something for the leaders of large corporations to worry about. Interest rates are historically low for borrowers seeking startup loans, infusions of working capital, and business lines of credit.

However, the further the U.S. government gets into debt, the higher interest rates for small business borrowing will go. This will be a hindrance to business growth in the future.

I agree with the CEOs, we need politicians in Washington to stop grandstanding and take rational and equitable steps to cut the deficit.

Believe it or not, parking is the largest revenue generator for many airports.

That?s true across the country, and it?s true in Boise. Parking makes more money than airline fees or rent, than restaurants or other vendors, Boise Airport Director Rebecca Hupp said.

That money goes a long way toward propping up the rest of the airport?s operations, including maintenance and payroll, Hupp said.

Somehow, even as the number of passengers getting on and off planes dropped during the recession, the amount of money the Boise Airport took in from parking stayed pretty stable over the past five years.

That?s probably due to the fact that customers who could find room only in more distant and cheaper lots before are now parking in premium spaces in the garage and outdoor lot just north of the terminal, Hupp said. But even with traffic at the airport down from its 2007-2008 peak, she said, parkers can?t find premium space one-third of the time.

At peak times, customers have to park in a satellite lot that was built in 2010 and is otherwise closed.

The chance to increase airport income through premium parking spaces is part of the reason the airport plans to expand the garage, Hupp said.

More important, she said, is the fact that officials want to make sure there?s plenty of premium parking at what they hope will become a much busier airport.

?We want to be prepared, too, for the next 20 years,? Hupp said.

Hupp said airport officials originally considered leasing some of the expansion?s space to rental car companies, but that?s not in the plans now.

On Oct. 16, the Boise City Council approved plans to sell bonds for about $15 million to finance most of the parking garage?s $18 million expansion. That action was made possible by the 2010 passage of House Joint Resolution 5, a voter-approved constitutional amendment that allows regional airport authorities in Idaho to borrow money as long as it?s repaid through airport income, not through tax allocations.

Boise resident and City Hall watchdog David Frazier fought the airport?s push to borrow money for the garage expansion in 2004, to the point of appealing to the Idaho Supreme Court when a district judge ruled that the loan should be allowed.

It was the Supreme Court?s 2006 ruling overturning the district judge?s decision that set the stage for HJR5.

Today, Frazier said, he?s made peace with the resolution and the parking garage expansion loans he opposed.

?I?m a strong advocate of power to the people,? he said. ?In this case, the power was taken away from us. But it was taken away through a vote.?

Syria commits to 4-day truce, but prospects dim

BEIRUT (AP) ? The embattled regime of Syrian President Bashar Assad promised Thursday to observe a U.N.-proposed truce during a four-day Muslim holiday, while rebels claimed major gains in the key battleground of Aleppo.

But prospects of the cease-fire taking hold are dim, given Assad's history of broken promises and the rebel momentum in Aleppo, Syria's largest city, where fighters said they advanced into several regime-held neighborhoods.

The truce plan by U.N.-Arab League envoy Lakhdar Brahimi has been endorsed by the U.N. Security Council, including Assad allies Russia and China. U.N. chief Ban Ki-moon urged all countries and groups with influence in Syria to pressure both sides to stop the violence in the civil war, his spokesman said.

The holiday cease-fire was the least a divided international community could agree on after the failure of a more ambitious plan for an open-ended truce and political transition talks by Brahimi's predecessor, Kofi Annan, in April.

Even the current truce, to begin Friday with the start of the Eid al-Adha holiday, appears in jeopardy from the outset. Neither side has shown an interest in laying down arms, instead pushing for incremental military gains.

The truce plan remained vague Thursday evening. It wasn't clear when exactly it was supposed to begin, and there were no arrangements for monitoring compliance. Brahimi never said what would happen after four days, a potentially dangerous omission considering that Assad and those trying to topple him sharply disagree on a way forward. Assad refuses to resign while the opposition says his departure is a prerequisite for talks.

"It's a longshot," Beirut-based analyst Paul Salem said of the cease-fire. "We are completely in war mode, at least for the next many months."

Both sides kept fighting into late Thursday.

In an apparent setback for the regime, activists said rebel fighters pushed into predominantly Christian and Kurdish neighborhoods in northern Aleppo that had previously been held by pro-Assad forces.

"It was a surprise," local activist Abu Raed said via Skype. "It was fast progress and in an unexpected direction."

He asked to be identified only by his nickname for fear of reprisals.

The battle for Aleppo, a former regime stronghold and Syria's business hub, has been largely deadlocked since rebels first captured parts of the city in late July. A complete rebel takeover could change the momentum of the war, although in recent months, front lines have shifted repeatedly and it was not clear if rebel fighters could maintain Thursday's gains.

Activists also reported fighting and shelling by government forces near the capital of Damascus, and scores of people were reported killed nationwide. Since the uprising against Assad began in March 2011, more than 35,000 people have been killed, including more than 8,000 government troops, according to activists.

Even as it lost some ground in Aleppo, the Assad regime said Thursday it would abide by the holiday truce. With Russia backing the truce and presumably bearing down on Damascus, such a step had been expected. Another Syria ally, Iran, welcomed what it called a "positive action" by Syria's army.

But in endorsing the plan, the Syrian military added major loopholes, saying it would respond with force not only if attacked, but if it believes opposition fighters are reinforcing positions or smuggling weapons from abroad.

The regime also accepted the previous cease-fire plan ? proposed by Annan ? which called for an open-ended truce to begin April 12. But it failed to implement major provisions, such as withdrawing troops and heavy weapons from urban centers. The truce soon collapsed.

Opposition leaders and rebel commanders dismissed Thursday's announcement by the regime as empty talk. Some said opposition fighters would halt their fire but respond if attacked by regime troops.

Gen. Mustafa al-Sheikh, a commander of the Free Syrian Army, said that "the brigades operating under the umbrella of this council will respect the cease-fire, if the regime indeed stops operations."

"However, we have experienced the regime's promises and lies before, ... Unfortunately with such dictatorial and sectarian regimes, you cannot believe such promises will be kept," he said.

The Syrian opposition is fractured and rebel fighters are organized in different groups, with rival agendas and command structures. Jabhat al-Nusra, a radical Islamic group that has been fighting alongside the rebels and has taken a lead in the battle for Aleppo, said it won't comply with the truce.

The U.S. put the onus on the Assad regime. "What we are hoping and expecting is that they will not just talk the talk of cease-fire, but that they will walk the walk, beginning with the regime," State Department spokeswoman Victoria Nuland said.

Iranian Foreign Minister Ali Akbar Salehi welcomed the cease-fire as a "positive action" in a telephone conversation with his Syrian counterpart, Walid al-Moallem, the semiofficial Fars news agency reported.

In Aleppo, it remained unclear how significant the rebels' gains were, as their forces often push into new areas only to swiftly abandon them when the regime bombs their positions.

An Aleppo activist reached via Skype said rebel fighters had seized the predominately Kurdish neighborhood of Ashrafiyeh and were pushing into Al-Siryan al-Jadideh, a nearby Christian neighborhood, where they were trying to capture a security office used as an army post.

The advance expanded the fight for Aleppo from the poorer, mostly Sunni Muslim neighborhoods on its eastern and southern sides ? where the rebels can often count on support from the local population ? into a new section of the city farther north.

The city's northwest has seen very little rebel activity since fighting in Aleppo began, and it was unclear how residents would react to the rebels, who are mostly from the countryside.

While the uprising has split Syria's Kurds between the rebels and the regime, the country's Christians have tried to remain neutral.

Abu Raed, the activist, said neither group had actively joined the uprising and that many were fleeing as the regime struck back.

"They have started leaving the neighborhoods because the shelling has started," he said.

Amateur video posted online Thursday showed gray smoke rising from a cluster of apartment buildings in Aleppo. A narrator said the video showed the aftermath of government shelling in the Midan neighborhood. In another video, a rebel fighter fired a machine gun from the back of a pickup truck before the vehicle sped off to take him out of the line of fire.

The videos appeared to be genuine, matching activist descriptions of events.

The Britain-based Syrian Observatory for Human Rights, which relies on a network of activists, said more than two dozen people were killed in the city Thursday, including eight Kurds who died when mortar rounds exploded in their neighborhood. It was unclear who fired them, it said.

The Observatory also said about 20 people were killed in shelling and clashes near Damascus, most of them in the restive suburb of Duma.
